    Since you are attempting to submit an application from out of the country, it is possible your internet provider or country restricts you from visiting foreign websites so it blocks our websites. To submit your application or create your account, I recommend that you contact a friend or family member in the US to use their network to assist you. In addition, also contact the international student office for the college you are attending to see if they can offer you a paper application or waived your enrollment application. Thank You.
