Unable to recover account

When I try to create an account it tells me an account was found registered with my information. When I put in my date of birth and email it tells me it is incorrect. I've never created an account here before and if it recognizes my email, how could my DOB be incorrect? I am trying to apply to a college and am unable to get a CCC account set up.
