Can't apply?

I have filled out the start of my application but after I make a password it just refreshes page. Any ideas why this is happening?

    It sounds like you are in the process of creating your OpenCCC account. Please try and create your account without entering a phone number. As well, please make sure to use the Google Chrome browser.
