I thought Governor Brown signed a bill for Free Tuition for Freshman. What's the deal?

I read Governor Brown signed a bill with free tuition for Freshman in Community college. But my son is getting charged for units. What's the deal?

    Hi Lauren, 

    Governor Brown did sign AB 19 in October 2017 which will allow California Community Colleges to make the first year tuition-free for first-time, full-time students however, the down fall is that community college districts have not received state funding to implement AB 19. Also AB 19 has not yet been approved by the legislature. It is currently on the 2018-2019 state budget this summer to be approved.
