Does the BOG application confirmation number mean application approved?

I am confused. I submitted BOG application through OpenCCC account in Oct-2015 but I still have not received any email confirmation. However, I found the confirmation number for my application in this format "BOG-XXXXX". Does this confirmation number mean that my application is approved? or just means that I successfully submitted my application? Thanks!

    Hello Chi,

    In the event that you have successfully submitted your BOG Fee Waiver application, a confirmation number is provided to you to confirm that your application was submitted to the financial aid office at your college. Unfortunately, the confirmation number does not confirm and verify that you have been approved for the Board of Governor's Grant (BOG). Normally, you will be notify of this matter thru your student portal under financial aid status or a confirmation letter from the college indicating you have been awarded the BOG.
